Mr. Kwan has over 30 years of international experience in engineering, construction and project management. He is holding a senior management position with a leading engineering group in Hong Kong.  Mr Kwan’s current and past public services include the Chairman of the Construction Industry Training Authority, Vice President of the Hong Kong Construction Association, and a member of a number of public bodies, including the Council of The Hong Kong Institution of Engineers, Engineers Registration Board, the Appeal Tribunal (Building), the Independent Police Complaints Council and the Broadcasting Authority Complaints Committee.
