In December 2007, the Standing Committee of the National People』s Congress decided that the Chief Executive and all members of the Legislative Council may be elected by universal suffrage in 2017 and 2020 respectively. As early as July 2008, Savantas wrote, "Shenzhen-Hong Kong cross-border scientific and technological development zone proposal", that the Government should seize the opportunity of developing the border areas, the use of geographical advantages, the development of high-tech industry.
