Submission on “Methods for Selecting the Chief Executive and for Forming the Legislative Council in 2012”
In December 2007, the Standing Committee of the National People』s Congress decided that the Chief Executive and all members of the Legislative Council may be elected by universal suffrage in 2017 and 2020 respectively. In order to pave the way for the implementation of universal suffrage, we should strive to make the methods for selecting the Chief Executive and forming the Legislative Council in 2012 more democratic. The majority of Hong Kong people support early implementation of universal suffrage. In December 2007, the Standing Committee of the National People’s Congress decided that the Chief Executive and all members of the Legislative Council may be elected by universal suffrage in 2017 and 2020 respectively. As early as July 2008, Savantas wrote, "Shenzhen-Hong Kong cross-border scientific and technological development zone proposal", that the Government should seize the opportunity of developing the border areas, the use of geographical advantages, the development of high-tech industry.
