Savantas Policy Institute endeavors to advance Hong Kong's transformation into a knowledge-based economy and a quality democracy. Such a goal cannot be achieved without the active and informed participation of the general public. In this light, on 12 January, 2007, Savantas has established a community service centre in Chi Fu Fa Yuen, Pokfulam, with a view to perform the following:

  1. Obtain facts and data that will facilitate our promoting the development of a knowledge-based economy and functional democratic institutions in Hong Kong, by such means as conducting demographic surveys that examine the makeup, needs and expectations of the general public - particularly the middle class; and
  2. Establish a firm foundation for the further development of a knowledge-based economy and quality democracy by organizing civic education programs that enhance the public understanding of what makes Hong Kong tick politically and economically.

Services We Provide

  1. Civic education programs, speaker events and seminars that encourage discussions on and deepen the community's understanding of a wide range of government policies.
  2. Various kinds of education initiatives, including courses on skills upgrading, wealth management and parenting.
  3. Formulation of policy recommendations that correspond to public needs and the conclusions of our demographic studies.

Currently, Savantas Policy Institute operates two community service centres which are located in Apleichau and Sai Wan Ho.

Centre-in-charge (Southern) - Cyrus SIU Yui-kwan

Cyrus Siu graduated from Hong Kong Baptist University, where he obtained his Bachelor of Social Sciences (Hons.) in China Studies – Sociology Option in 2004. During his school life, Cyrus gained many rewards and was active in participating in extra-curricular activities. 

When he was studying in University, he also took part in the Winter Sojourn at Tsinghua University in Beijing where he undertook a five-week immersion training course in Putonghua, and attended seminars and a field excursion to study contemporary China’s economy, geography, history, society and political system conducted by famous Chinese scholars and government officials.

After graduation from the university, Cyrus started his career in the field of human resources management and completed many courses on human resources management offered by professional institutions. In August 2009, he joined Savantas to become a Centre-in-charge of its community service centre.

Centre-in-charge (Eastern) - David C.F. Wong

David Wong was born and raised in Hong Kong. He graduated from Wah Yan College, Kowloon and obtained the Bachelor of Business Administration from York University, Canada. Upon his return to Hong Kong, he joined the Hong Kong SAR Government as an Administrative Officer. During that period, he served at the Home Affairs Department and Health, Welfare and Food Bureau.

In 2005, David quitted his job in the Government and concentrates in working on district services. He now serves the public in a different capacity and understands the community from a new angle. In February 2007, he joined the Savantas Policy Institute as the Director of Community Development.

Director of Labour Policy – Felix Cheung

Felix Having completed the matriculation course, Felix joined the government service in 1971 and worked in the Housing Department for 3 years. He was promoted to the post of court interpreter II in 1974 and was transferred to the Judiciary to do the interpretation and translation work. He was promoted to the post of court interpreter I in 1982 and the post of senior court interpreter in 1994. He was appointed chief court interpreter (acting) in 1997. Finally he retired from the government service in the middle of 2006.

Court Experience - Felix worked in courts of different levels, including the Magistracy Court, Labour Tribunal, Coroner’s Court, District Court, High Court, Court of Appeal and Court of Final Appeal. Over the years, he had acquired a lot of court experience and legal knowledge. He was awarded the 20 years and 30 years Meritorious Service Certificates in 1993 and 2002 respectively.

Long Standing Trade Unionist – In the early 80s, Felix had involved himself in trade union matters. He had taken up training courses in Singapore, Philippines and Thailand. Also, he had been elected Chairman of the Hong Kong Civil Servants General Union for many years. During his chairmanship, he worked whole-heartedly to safeguard the legitimate rights and interests of his staff members.

Felix was also a member of the Labour Advisory Board. He was elected and had served on the post for 16 years, during which he had given advice to the Commissioner for Labour on related matters, including labour legislation.
